Yes, the Toxic Texan himself, who's doing everything humanly possible to trash scenic vistas like this if they'll turn a penny's worth of profit, is being ludicrously equated here with the natural beauty of the American West.

Basically, the site attempts to market Bush as a Ford Explorer. And in a sense, it's a very appropriate metaphor.
